Even they are owned by a bank then this is not a bank! We have seen problems in the past with Deutsche Bank that owned a payment procesor in Germany. After a decission by Deutsche bank they stopped the processing business and simply dissolved the payment processing company!

That will be the exact same thing with LeuPay if the bank change their mind!

Could you recommend any of these three particularly for me?

Leupay allow you to register using passport/id and in lieu (groan) of a utility bill you can initially fund it with a transfer from another account in your name. So you can be all set up without having utilities in your name.
