Hot to lift a 21-days hold on PayPal?

I have instant access to only first $500 earned every month. PayPal puts the rest on hold for 21 days. Is there some legitimate way to get rid of this limit? Or at least move this limit higher?

I don't want solutions like "ask customers to confirm" or "as customers for review", I've read hundreds of them. I'm selling SaaS subscription for digital service, so it would be ridiculouus to keep asking these questions.

I have already applied to lift the limit twice, and these requests were rejected without any reasoning.

Is there any proven strategy to get past this issue?

This should be impossible. Any new PayPal account will have a 21-day freeze period. In fact, this may not be a bad thing for us. After this period, the weight and stability of the new account will be strengthened.
