How can I know whether a country is tax haven or not? Who is the global regulatory authority that decides the status of a country as tax havens? what is role of OECD?

I think It is the task of OECD to decide which are the countries treated as tax havens. The OECD (Organization for Economic Co-operation and Development ) brings together the governments of countries committed to democracy and the market economy from around the world to boost employment and economic development.
