How to find money between EU GOV and Chinese Factory?

Hi

I am in touch with the Spain Department of Emergency, they want to buy around 5M masks to prevent the Coronavirus.
I have found a factory in China but they ONLY accept payment upfront (30% immediately and 70% before sending the stock.

The GOV does not want to send money to China because they do not trust Chinese and Chinese wants money upfront.

How would you solve this problem?

So simple. Get a loan pay to Chinese. And than wait for long period the gov to pay to you...
