Typically, it is an agency that will arrange the necessary requirements needed for starting an offshore company.

Yeah it's not possible for foreigners to register a company in the different offshore jurisdictions unless you know exactly what the company laws are and you are allowed to do so, this will require you to pay a license fee to get licensed in each offshore jurisdiction which is only what company service providers can afford.

Europe is another good continent to start your company. Don't ever go with US because you can't start on it without actually living in US.

I think it is viable, since the topic mostly prefers Cyprus as the main country for Offshoring.
