If you are a UK-resident is it legal to operate an online offshore lottery company in costa rica? Running lotteries in the UK is illegal but from what i've heard it isn't in costa rica.

Speak to a lawyer about this. Chances are you will need a UK gambling license in order to offer gambling from the UK, though I have seen exceptions to such laws in other jurisdictions.
