LLC USA need to add VAT for EU invoice?

Assuming that the owner of the US company has nothing to do with the EU, what are they going to do if the US company refuses to pay it?

They do whatever they can, which depends on what other exposures you have in EU (warehouse, assets, business partners, summer houses). But that's rare.
