Looking for special currency's non-eu bank or service

Hi! Anybody know a place where can be opened remotely a special currency's non-eu bank account or service with a card? If yes please let me know. Thank you in advance!

Any country would be fine what is not in the Europe or not in the list below:
So not
South Africa
Taiwan
Turkey
Singapore
India
New Zealand
Hong Kong
Brazil
Sweden
Colombia
USA
Australia
Norway
Switzerland
and not EU countries

The currency should be different from these countries' currencies. So not EU, USD and other things that are available in these countries.

What would be perfect is like:
Ukraine
Philippines
, Other small countries with special currency like caribbeans etc.

Normal cards that are possible to post EU or digital cards would also be fine for me. Thank you for the help!
