Need to verify my paypal account

so my paypal balance cannot be used and needs proof of identification before i can collect the money. The problem is it is a US business account and i'm not a US citizen i used my real name but the address i used in the paypal was a relative of mine that lives in the US. i can not provide identication with both my name and address. can anybody help me with this? I need the funds in that account.
