No limit debit card?

No limit debit cards do not exist. The issuing banks would get blocked internationally in no time.

If you want to do lots of business just use multiple debit cards. With a corporate account you can easily get 10, 20, 50 debit cards... as many as you need... in many banks or EMIs around the world.

Here in Montenegro you can set your debit card limits on your own. Which means that you can change the limit to ATM - MAX and POS - MAX.
Which means, if you have 1 million on your account, you can simply buy that nice Porsche with your card.

This is actually a great service in Montenegro. Then again, depending on the country you are in, if you try to pull out more than about 500-1000 dollars/euros per day from ATMs you tend to hit roadblocks that are put in place by the local ATM networks, so it doesn't matter what your theoretical limit is, you get blocked.
As for buying the Porsche, yes it could work, but it is not that simple. Every bank has anti-fraud software that detects unusual movements, and so do the networks (Visa, Mastercard etc). So if you regularly make large POS transactions that will be fine, but if you take a completely new debit card, load it up and try to buy a Porsche without informing your bank in advance, it is highly unlikely to work.
In my experience most people who want no-limit debit cards want them mainly for cash withdrawals, which also raise extra red flags.
Usually credit cards or charge cards or corporate cards like Amex, Visa Corporate etc have a much higher spending tolerance than debit cards. So if you want to make large POS purchases, an Amex card will suit you much better than a debit card. Supposedly, someone once bought a private jet and paid with an Amex card. But then again you cannot draw cash with Amex.
So it all really depends what you are trying to achieve.

Yes, it all depends from bank to bank, country to country.
If you have large amount of money on your bank account, you probably have your own banker too, so if there is something which needs to be increased, like the withdrawal limit, you should call your bank and ask them for that.
Abour the Porsche = yes, your amount = your limit = POS from the merchant = their own limit (unlimited), might add some extra % fee on top of that expensive purchase.

From our experience "no limits" is more a marketing trick. At least when you talk about mainstream banks. For example in Russia tinkoff.ru also positions its mainstream black card as the the card where you set your limits yourself. However if they see abnormal behavior in terms of cash withdrawals they will most probably apply a custom limit despite the limits which you have set yourself initially.
