PayPal account limited issues

One of my friend's PayPal accounts have been limited and the reason given was unlawful activities. However to my knowledge he had never done any unlawful activities mentioned so far. Do you think that customers had to have more "say power" when PayPal unilaterally acts on its own because of a mere suspicion.

I agree with you. No merchant can limit the usage of the user himself to his account even in measures of security. Atleast the user must be let to view his account and make sure its intact. They can make alternative security arrangements to prevent unauthorized activities than limiting the access of the real owner of the account itself! Its so annoying at those times.
