There is a great thread about US neobanks for businesses, like Mercury, Relay, etc.

But I wanted to expand the topic on personal banks with US account number / routing number, without ITIN (majority of us):
- Wise
- Payoneer
- Zenus (2 star rating on Trustpilot...)

Let's add some more...
 
TD bank will open you a checking account with just your foreign passport and without an SSN/ITIN. But you need to walk into a branch. They will also print your debit card on the spot.

@inector, are you asking about the account with remote opening or opening by a personal visit?
Anyway, you want to read this thread Looking for EMI or bank account accepting ACH :)

In addition, e.g. Interpolitan Money also give local USD accounts to individuals, IIRC; and it's not mentioned there (not much cheap, I am afraid).

Bunq works for personal usd accounts which they issue through currencycloud. With routing number. Used it myself.
 
Slightly off topic but Wise recently asked folks (with personal Wise acct) to verify their (EU) address, in order to keep their USD bank details. Wise uses Community Federal Savings Bank in the USA, with ABA routing number and checking account number - works great for free transfer to and from another US checking account. At the same time they also asked to verify address for overall usage of Wise account. It's not like these are two different things mind you, it's in the same spot under 'Personal Details' in the app - just eyeball it, click 'Update' and that's it. They also followed up via email to ask for a recent utility bill, no problem. Got confirmation email saying your address has been verified (so it's "good to go" for Wise overall).

But then a few days later got a message saying "Your local USD account details no longer work. Wise USD blocked since address is not complaint, please verify before October 23, 2024. To get your USD details back you need to update your address by October 22, 2024. Once we successfully verify your new address, your account will start working again as usual." Not sure WTF is going on, but thought they made a mistake. Email to Wise Support went unanswered for 3-4 days. I did hit 'Update' again under Personal Details - now waiting. No sending/receiving USD in the meantime.

Yes, I know the lecture, don't use Wise, but they've been great (for personal use). cry&¤cry&¤cry&¤

How to get an address if you are just visiting as a tourist ?
You use the one of your hotel / airbnb. You can either get a phone bill (prepaid has been reported to work in cases) or you can use a bank account and enter the address there and wait until you get a bank account statement. Many options, there are enough banks that will open an account for you as tourist if you are nice and ask a few branches. Just go and try.

Yes, just keep in mind though that some companies won't accept mobile phone bills anymore, only utilities (electric, gas, water, etc).
