Depends on which offshore jurisdictions you are looking at. Usually this is included in the registration fee of the offshore company, means when they quote you it is included.

I got informed that you will have to always pay for this service because you use the Agents registered office for the company. All companies must have a registered office address.
That's true, every company needs a registered office address so a offshore company. You can't avoid this service unless you live in the country and can use your own address for the company but then again it would not be a offshore company.
