What is the best jurisdiction to setup a Trust?

I want to know what is the best offshore jurisdiction to setup a Trust?

What I'm looking at here is the following:
- total costs
- fastest possible way to setup
- less complicated process
- less KYC documents

What do you think is there a jurisdiction that has accommodative regulations?

From what I heard Panama was the best place in the past for such things, it was very easy to setup and costs were relative cheap! However, today I don't believe that it is the only true place to look at there may be better jurisdictions for this.
