What's the ROA legalization and where doing it ?

We need to sign a power of attorney in favor of an Asian lawyer who'll be authorized to open a local company on our behalf.
The lawyer sent os the POA paper we just need to sign in front of a notary who should apply a ROA and an apostille to legalize our signature.
But what's the ROA ? We're done some research in Google with no success.
We've called a local notary and we talked with his secretary (who represented him) who simply told he wasn't intereted in taking care of this legalization ... No comment, there's nothing of strange nor suspicious here :)
We've called a second notary and again we talked with his secretary who told us she didn't know what a ROA was ...

Lol, what's this ROA ? Where should we go to get this 'stamp' on our document ?

I've talked again with the lawyer, ROA was the abbreviation of Power of Attorney but the correct acronym should be POA in my opinion. Ok so I just need to notarize with apostille my docs.
