Where to open bank account

Which banks will open a bank account that gives access to both the director as the owner?

You will find it difficult to find any bank. You want to go with some of the many EMI's i.e. Wise, Mister Tango, Paysera, AdvCash etc.

Otherwise you may look in the direction of Dubai where @Fred and @Gediminas may be able to assist.

I have read that Banks will not respond to email inquiries. I have requested information from several banks that supposedly are available for online banking. The only reply came from the Bank of Gibraltor. Any suggestions?

Montenegro non-resident bank account is a perfect option for what you aim for. Online payment, Visa debit cards can be issued separately to director / shareholder as well. No need for personal visit to the bank, and everything can be done via special power of attorney. Of course the company will be subject to AML as well as shareholder / director (some nationals e.g. Iranian citizens are forbidden from being linked to a non-resident bank accounts in Montenegro). However, please note that, in regular cases, account opening is a very quick and smooth process, you get SWIFT / IBAN EURO account. This is provided that you are handled by a proper (local) adviser having direct bank connections.

Montenegro is on Olaf list. Impossible to do banking with USA - all states - and some others juridictions.
+ Montenegro start CRS in 2023.
