Which EMIs are registered in US and would open account for Russian individual or company?

Are there any EMis that are registered in the United States?

Asking, because US is not member of CRS, so they don't share according to CRS.

Wouldn't it make sense for a Russian individual or Russian company to register account in Electronic Money Institution that is registered in the United States?

Anyone can recommend such EMIs?

Anyone have accounts with them?

I don't remember the name of the US EMI I found but it must be a "small" company that don't have to comply to EU regulations because they have a branch in one or more EU countries.

I think EMIs are all European.

So all of them will report to Russia? Is there really no other option here for Russians? Maybe a different structure? What do mentors say?
