Will my Offshore company be considered a Local Resident Company in these countries?

You might want to look for countries with Double Tax Agreements with Hong Kong. Often the DTA will deem one country or the other as the taxable authority regardless of PE or where Effective Control lies.

Most of the EU uses the 6 month rule for Effective Control I've found.

Interesting, do you have an example for this? Unfortunately HK taxes aren't that low...

It's often not automatic that it follows your personal residency. The most common corporate residency rule is where management and control is performed. You can be personally tax resident in a country without physically being there, and then it would be clear thsg the company is not run from there. Likewise you may have a valid reason to run the company from another country than where you are resident.
