Simple loan agreement can be used to take out money to you personally without to be taxed. Don't overdo it otherwise it isn't possible. I have been doing so for at least 2 years no questions asked at all ;)

Why should it matter in which city you register your company in Cyprus? As far as I know only the USA and Switzerland have different tax zones :)
