Charges are indeed too big for what they're offering. Unfortunately, they don't have any real competition, and so they just do whatever they want without penalty. What else could you possibly do?
Paypal reputation doesn't matter. Why would you concern yourself with such a trivial matter? Nobody looks at your reputation, never ever. Just go ahead and do your thing, without looking at it.
Paypal can't be hacked. Your account, however, can. Just be aware of all phishing attempts, and never give your password to anyone. That should settle the thing.
You can't do it, paypal doesn't allow it. You could try their support, but I wouldn't count on it, as they're known for their lack of support, if you know what I mean.
