The Duty must be paid by all Cyprus companies (either active or inactive), including those registered in 2015 If the Duty is not paid on time, then there will be a penalty. All companies including Cyprus companies registered in 2015 are included if you read what OP posted. So your just incorporated Cyprus corp has to pay this duty fee. Take it as a part of your setup costs for this year :)

That's an Government issued fee that all Cyprus companies have to pay since 2010 (I don't remember the exact year) and which helps to keep track of all registered companies in Cyprus.

That mean we have to pay the registration cost to get the Cyprus company + duty fee when we order?
Yes thats what it actually means!
 
It's not avoidable however, since you pay the lowest possible corporate tax in the entire EU and the amount isn't high every Cyprus business should be able to pay it.
 
With the tax one safe it should not be a question not rise any doubts!
