Anyone know a good VPN for Google/FB Ads in Russia?

A friend is looking for a VPN (maybe with dedicated IP) that would work in Russia to use Facebook Ads. He was using Private Internet Access, but the VPN is not working anymore because it was blocked. Do you have any suggestions for VPNs that work well for those who live in Russia?

Look into setting up your own VPS that doesn't have any issues with your ISP
