Anyone ordered a payoneer credit card??

I wanted some information regarding Payoneer's credit card service.

Has anyone actually ordered a card from them? I've heard it costs 10$ to register a credit card. Do all credit card registrations require money or do they need this money for shipping the card all the way to India??

Do you want to register an already existing credit card at Payoneer?

or

Do you claim for a credit card from Payoneer?(This one would explain sending it to you.)

I want to buy a new card from Payoneer......so I guess its the second option.

So you have some explanation for me? If you want to suggest a different company or bank, do so!! I live in Indian and there were some changes in the laws regarding the use of credit cards so should I get a card from an Indian Bank or will Payoneer do fine??
