Belize or Panama to Incorporate + Bank Account ? Less than 2000 U$S

Hi,
I am an importer from Argentina i am looking to incoporete somewhere in the caribbean. To receive my payments from: 1.-Amazon FBA selling from China (both countries are allowed in Amazon as seller) 2.-Selling from China to Argentina.

I look for this countries because they are 0% tax on offshore operations. Also, they are cheap for entrepenurs which do 5 figure operations. Can you recomend any service to make the process. Something cheap and reliable, if possible less than 2000 U$S.

I'm pretty sure he didn't find a bank for his offshore company. So, ended nowhere.
