Do you need to show a lease agreement when you apply for a CNP in Romania, as an EU citizen?

To obtain "Cod Numeric Personal" (CNP) in Romania, you need to establish at least your temporary legal residency in Romania.

Check IGI portal (RO/EN) for documents requirement. Depending on your personal situation, you need to upload those docs only.

Seems that for EU citizen and free movement, rental agreement is not mandatory.
 
Yes you won't need to show any proof of address for EU citizens registering under freedom of movement. Upload all your documents on the IGI portal and wait for your appointment.

Make sure you bring the required documents during your appointment and everything they tell you to bring on top, the English text you will receive is not equivalent to the Romanian text which may "hide" additional instructions, translate it to check.

Since we are obtaining 5-10 residence permits for a EU nationals per month, I can tell you that you will also need to present original documents (also of the tenancy agreement) to the immigration officer.
If you do not speak Romanian and you do not know someone, it can be quite a lenghty and enerving process to obtain your certificate of residence in Romania.
What about if you are a Romanian citizen (have a CNP and a Romanian passport but never lived in Romania)? Can you obtain residence (to qualify for the microcompany structure) more easily or do you still need the tenancy agreement?
 
Your address should be visible on your Romanian national ID besides your CNP.

In any case you will need an address in order to obtain a certificate of residence
and a tenancy agreement is a document that proofs that you inhabite such address.

Foreigners receive their CNP due to a certificate of residence and/or citizenship.
