While some Latin American countries have Territorial Tax ... not all do. How many Latin American countries have the resources to actually audit their Tax Resident's Foreign Income if it doesn't come into their respective countries?

If living in a Latin American country for more than 183 days ... is it possible to declare tax residency elsewhere with proof of alternate residency/property?

Generally, no. Enforcement is limited and lax in most of Latin America. Brazil, Argentina, and even Chile can be a little difficult at times, though.

Brazil, Argentina,
These 2 can be solved easily by adding one or two "layers" in between. I mean extremely easy! It does cost money though, but not really that much. Depends if you want to emulate the locals (<€12K/year) or the expats (>€100K/year).

Note: Of course, e.g. don't add your CPF to every purchase in Brazil hoping you will win the "municipal" lottery based on CPF purchases with "Nota Fiscal".
