Looking for free or cheap bank account in ES. Potential account holder currently has a personal account in ES bank if it changes anything on possibility of remote opening. Please recommend or confirm it's not possible.

All of them will open remote. The card cannot be shipped outside ES for any of them.
I recommend BBVA.

Not very common in Spain, but if I recall correctly it's doable with Bankinter, Caixa, and Santander. But probably difficult without NIE, unless it's for a large sum of money (in which case, don't go to Spain).

With a NIE, you can open accounts online with ING, BBVA and TargoBank. All very cheap or free.

Slovakia, but he has physical TIE with local Spanish address
