How would the visa situation work? I mean it is surely not easy to get a labor/worker visa, easiest way is a refugee visa but this would probably involve them to illegally immigrate in the first place. They would also need to prove that their country or their personal safety is at great risk. It is definitely not easy to get a visa through the regular immigration path.

Also, how do you expect employers to hire some immigrants blindly this way while there are already thousands of them available PHYSICALLY in large European cities such as Paris, London, Frankfurt etc?

I believe that the only viable way would be to secure a specific channel (eg country of origin, visa type, specific sector in need and in which the government sides with the key industry actors looking for labor) that is proved to work and do enough volume through it.
