Gambling company without licence

I got a crypto gambling website wich is going pretty well. I would like to ask , is possible anywhere in the world to incorporate a company without a licence ?

I do not really care about the location because its crypto.

Costa Rica famously has a legal grey zone which makes it possible to run a gambling business there without any license requirements.
