Golden VISA program - what is it?

There are many golden visa programs. You need to be specific about which country you are talking about?

Spain, Portugal, UAE, Greece, Malta etc etc all have golden visa programs and they all work differently.
 
The term golden visa means nothing it is just a catchphrase used to catch your attention. It's normally just a visa given for some sort of large investment or payment. It's just different path to getting residency verse normal residency by merit route. It is often open to people who would not normally get a normal visa. You need to look at text of each so called "golden visa" program to analyse what you must give in exchange for it.
 
Golden Visa == Some short of Permanent residency equivalent to USA Green Card
