It's been discussed dozens of times already. If you're an EU national or otherwise have the right to live and work in Cyprus, just go there, get a place to live, set up a local company, get non-domicile exemption, pay 12.50% corporate income tax, and pay yourself dividends instead of salary. The only tax you have to pay is around 2.65% GHS (max around 4,800 EUR/year).
Very simple. Have a good lawyer or accountant set everything up for you and manage your company. Will cost a few thousand EUR a year.
