The Sandbox allows you to test your entire integration before submitting transactions to the live PayPal environment. Create and manage test accounts, and view emails and API credentials for those test accounts.

Can you switch your PayPal account to sandbox mode while you do some integration with your website or do you have to contact paupal to do so?

yes you can do so, just go the paypal website (sorry I can't post link's yet) and find the integration manual for developers.
