Because they ask lots of question to my customers and its drop my sale. E.G stripe just ask card number, cvc, date and when I register, they dont want million documents. But others require million documents which I cannot provide and when my customers shopping from me they ask name, surname, card number, cvc, date, adress, 3D secure, and million question.

Did you try Unitpay.ru? I also build them in some shops now the past days, they can payout via Qiwi. Do not have more experience with them for now.
