Theoretically if one was to indicate a slightly different personal code, address and other identifiable data that wouldn't be recognisable by local IRS, but would be sufficient to open account in brokers, banks and what not...wouldn't that be good circumvention?
 
Not a solution, but it's certainly an obstacle. An overloaded tax official is somewhat likely to skip your report and target others, the lower-hanging fruit.

If you intend to leave the country in a few years, I do not hate your plan. If you intend to stay, you need to put up more obstacles to sleep with a peace of mind. I'm aligned with @daxbr in that it's not good enough as a long-term solution.
 
what if the CRS data is going into the wrong country ?
That is the thing. If you can manage to list your address in another country you should be good.
