Same answer as for your BVI company question! A Belize company can still be incorporated and many are still offering this, however, I do not believe that it makes much more sense any longer since the Seychelles has so much more to offer in all aspects.
Try to Google a little I don't think you will find something that will tell you what is better then the other, but you can start with the TIEA's and other information exchange agreements and then you can look at the tax, accounting etc. that may apply.
Belize is old know fluffi country to go offshore, if you don't care about your privacy or your money then go with Belize offshore company if you want a safe harbor then find an other offshore jurisdiction!
I would not say they have a problem with the privacy since they don't maintain a registrar as well and you can appoint nominees but the problem is that they sign one after one TIEA!
That would actually be a great list to have, but it seems you have to study all the information about the 2 offshore jurisdictions and decide yourself.
Well the major differences are actually already mentioned in this blog post from June 2010 / last year Why Seychelles? - Blogs - Offshore Company Forum it applies as well for the offshore jurisdiction Belize.
