Is it possible to open an offshore company for example in Belize and open a bank account for this company onshore, for example in the US or Canada?

Yes that is possible, however, you will face huge problems to open a US Bank account regardless if it is a offshore or onshore company since they require a SSN or EIN number.

Actually you can open a onshore account for your offshore company anywhere, for instant UK or Germany, the only limitation that there may be is the bank need to approve your application.
