I had to make the certificate of incumbency on my own using a free trial with rocketlawyer and it was rejected.
the registered agent sent me a certificate of actual status, which was rejected.

it seems I can't solve this leupay verification thing

The only one that can get you the document for your current company is this service provider! Most often it is something they can issue within a day (some even within hours) provided the company is in good standing!

If you need the Certificate of Incumbency, your Registered Agent must give it.
Otherwise change Agent.

I agree with @Internationaloff this is one reason why I'm skeptical about new service providers. When you need them the most they will let you fall.
