I am a dual Citizen with Canada, but non resident myself. In the past I had to go physically to the provincial office to register an LP. It was easy, just fill out a form, pay the fee and you are ready to open a bank account. Then they closed this office and moved things online. I've only used this online service to renew my LP, but not for a new registration. That said I'm pretty sure you can use this service as a non-resident/citizen for new LP's. They don't ask for ID or anything as far as I recall. But you need to fill out the form 'honestly' if you want to open a bank account for your LP. The Bank Account as far as I know cannot be done remotely though and will likely require an actual visit. Not sure, but just a hunch.
