Offshore Crypto without license (Where to move from SVG?)

Hi everyone,
Can anyone advise which jurisdictions are still available for redomiciliation (we need to keep safe structure and accounts) from St. Vincent and the Grenadines for a crypto exchange?

Due to the new VASP law in SVG, a license is now required.
Nevis also seems to be preparing similar legislation.
St. Lucia and Antigua have strict local record-keeping and reporting requirements.

Are there any viable options left for redomiciliation without immediate licensing or heavy substance obligations?
Would appreciate any suggestions or insights.

I think crypto businesses are now regulated almost everywhere... for sure there are certain jurisdictions where licensing is easier than others... In the Caribbean, I think that Anguilla is one of the top rated
