Because you must actually live in Panama for five years, become a real part of the community, and speak basic Spanish before you can file a citizenship application and hope to have it approved.

OSPs in Panama are notorious for making citizenship seem like it is easy to obtain (because they want to sell their residency services -- and the possibility of an easy citizenship is a big marketing tool for residency). But obtaining citizenship is not easy.

It is somewhat similar to the situation in Paraguay, where residency is easy but citizenship is not. Yet, there is a continuing myth that citizenship is easy in PY, because local lawyers wish to sell their residency services -- and they use easy citizenship as a marketing tool.

Thank you very much for clarification of the situation. I assume there are many that got fooled into the business of such lawyers, sitting back without the service they bought.

It's a shame, but that's how the world most often is. Anyway, if you can relocate there you may be able to just live there the 5 years and then apply, does it matter?

That is exactly the point. You should treat Panama and Paraguay just like any other country in regards to obtaining a citizenship. There are no shortcuts. In fact, in the case of Paraguay, unless you hire a politically connected lawyer and pay the required mordida you will never get a citizenship -- period. That is because a panel of judges approves all citizenship applications and they require a "monetary incentive."

In Peru, only the President can approve citizenship applications. And, years ago, during one president's five-year term in office, he swore that he would never sign any of those applications. I have heard that has now changed after the voters elected a new president. The point is that need to educate yourself regarding how citizenship applications are approved in every country where you may seek citizenship.

It can be done, Martinelli was one who actually signed some applications from time to time as he was in favor of immigration of Europeans. But these days the process is not easy and requires a lot of resources.
yes, actually Martinelli introduced the Friendly Nation Visa program. But things have changed drastically since 2021. They also reduced tourist visas from 180 days to 90 days.
