The thing with prepaid cards - you can not spend more than you loaded the card. With a debit card, the money is deducted directly from your bank account and in theory, you can have an overdraft.
A good example - back in old days, when you were on the flight and paid for the services (meal, drinks, etc), your card would have been charged only when you have landed. This is the reason why they didn't accept prepaid cards, but only debit/credit, because you can go in negative with those and if this is the case, the bank will deal with you.
That has no bearing on the processing of prepaid cards. For acquiring purposes, all Visa and Mastercard are the same. If all @treyallover wants is to accept prepaid Visa and Mastercard cards on their website, any processor will do.
But if they plan to sell cards, it's a different story. The question left some room for interpretation.
