Yes the legislation for this year falls with the government. The legislation can be reintroduced with a new government, but that will be time and depending on the make up of the new government there is a chance it might not be introduced again. Bottom line, if you haven't worked on obtaining it, you at the very least still have time to apply.

It might be that the budget (with a removed NHR) gets approved before the government gets disbanded, in which case it's gone
