Let's discuss this here. Has anyone got Romanian passport on the forum? There are tons of intermediary companies on the Internet who, in principle, for ridiculous money, offer to find your grandfather in Romania and, on the basis of this, help to get your citizenship in Romania. But I have not come across any reviews about real people who have obtained such citizenship, as well as about the possible disadvantages of this case.

Therefore, everything looks quite unclear. It seems to me that there are a lot of scammers here who will simply take your money and, in extreme cases, you will simply waste your time. Also, even if you go through the whole process, what is the likelihood that in a couple of years some border guard in Germany will ask whether your grandfather really lived in Romania, send a request to the embassy, and they will ask in the archives.
 
In a nutshell it's a scam for suckers who believe that Romanian authorities are unable to verify your ancestry documents via diplomatic channels and blindly trust a Ukranian Apostille stamp on them (which was stamped on another original document and then copied to a phony one) because Ukranian Ministry of Justice website doesn't show which document was stamped with an Apostille (it only shows a copy of an Apostille page). In most cases though you won't even get phony ancestry documents because intermediary companies you mentioned don't exist (their addresses in Romania/Ukraine are phony/empty office), so they just ask for a prepayment and then blacklist your number.
At the moment people who have submitted their documents have to wait between 3 to 5 years before a decision is made in Romania (and in most cases their decision is to provide more documents).
