its very clear what they want (slavery).
However they also need to maintain the facade of rule of law and free capital markets, since shattering this illusion would reveal it as the banana republic they already are (which would make any enforcement unfeasible and too costly since fx would revalue and they could not bribe the whole world any more with ease).
So its gonna be interesting to watch.
