On the other hand, Sheikh Maktoum's predictions could be happily self defeating. Norway didn't experience Dutch Disease, partly because they saw how oil and has had hindered development in the Netherlands.

Dubai's economy is quite diversified, though a little heavy on tourism and real estate it is also a growing regional centre for IT and finance. Sheikh Mohammed is no more complacent than his father, so it could be another couple of generations before one of his many grandchildren falls into the trap.

While I agree with the sentiment of the purported quote, which is why I study historical cycles (I have written a number of posts and recommended a few books on the topic), the quote attribution is pure fiction:

You really think that? I think they're quite capable of attracting foreign knowledge and workers with their wealth, resulting in a more robust economy over time. I mean, they're pure petro-states at this moment, but I think they actually have a chance of withstanding the test of time.

The desert will eventually claim back Dubai and all that nonsense. Forget the propaganda, their economy is based purely on oil and slavery.
 
Of course there are real estate and tourism, but when things go bad Dubai needs money from Abu Dhabi to go back in business. Plus there is a significant portion of illegal money flowing through Dubai that you don’t see in the “official” statistics (which are created by them).

Dubais main problem is, liked you said, they are too dependent on foreigners and expats. Their work ethic is close to null and there are no real major startups from UAE which have the potential to grow beyond GCC or MENA market and even most of the successful startups within UAE were founded by expats.

You're saying that the UAE is managing to attract successful entrepreneurs? Yes, I guess that is true.

The EU should take note, get better at attracting talent and stop chasing it away. I mean let's face it, at least 1/3 of the people on this forum are trying to escape unfriendly business practices in the EU.

Russia? Russia was already a technological backwater because of its prior policies. The war has now made it even worse. Recall that roughly one million Jews fled Russia in the late 1980s for Israel.

They were not doing much to help the economy in communist Russia because of idiotic Soviet policies, but they contributed mightily to Israel’s emergence from its own socialist stupor. There is a reason why Israel became a technology hub. Well-educated Russian Jews.

Now Russia is forcing the rest of its talent to flee. Over 200,000 Russians fled their country in just the first ten days of the war alone. But the tally is steadily growing, and a report suggests that 50,000 to 70,000 of them are IT workers. Russia will once again become a technological backwater, as it was under communism. Who, in their right minds, would flee from the EU to a totalitarian state?

Both the U.S. and the EU have their problems. Big problems. But they are still a stellar paradise of freedom compared to the full-on totalitarian states.
