Sheikh Mohammed is no more complacent than his father, so it could be another couple of generations before one of his many grandchildren falls into the trap.

While I agree with the sentiment of the purported quote, which is why I study historical cycles (I have written a number of posts and recommended a few books on the topic), the quote attribution is pure fiction:

Dubais main problem is, liked you said, they are too dependent on foreigners and expats. Their work ethic is close to null and there are no real major startups from UAE which have the potential to grow beyond GCC or MENA market and even most of the successful startups within UAE were founded by expats.

Russia? Russia was already a technological backwater because of its prior policies. The war has now made it even worse. Recall that roughly one million Jews fled Russia in the late 1980s for Israel.

They were not doing much to help the economy in communist Russia because of idiotic Soviet policies, but they contributed mightily to Israel’s emergence from its own socialist stupor. There is a reason why Israel became a technology hub. Well-educated Russian Jews.

Now Russia is forcing the rest of its talent to flee. Over 200,000 Russians fled their country in just the first ten days of the war alone. But the tally is steadily growing, and a report suggests that 50,000 to 70,000 of them are IT workers. Russia will once again become a technological backwater, as it was under communism. Who, in their right minds, would flee from the EU to a totalitarian state?
