Will foreign banks accept docs that were certified as true copy by UAE lawyer considering that UAE isn't part of the Hague Apostille Convention?

Some may, some may not, depends on how trusted this lawyer and his firm is. If you get it done by a recognized law firm there may be no problems.

It depends on the receiving party, but I think you may have the terminology a little mixed up. UAE isn't part of the apostille convention, which means the apostille standard for certification of documents doesn't work there or with UAE docs. However, certification can also be done by lawyers, notaries, or other authorized certifiers. That's separate from apostille.

If you need apostille or equivalent, what you're looking for document legalization. The apostille convention is intended to replace the complicated legalization of documents.
