UAE Golden Visa for Software Engineers

So from my initial research, people with Bachelor's/Master's in Computer Engineering qualify for UAE Golden Visa. Dubai seems to have a separate way to apply (General Directorate of Residency and Foreigners Affairs-Dubai), while all other applications can be applied through ICP (الصفحة الرئيسية - Federal Authority For Identity and Citizenship).

My question is, does one need to have a job offer with a job role in Computer Engineer in the UAE? Or can a free lancer or business owner apply using his academic credentials as well? I own a US LLC and provide a bunch of IT related services. Please share any experience related to UAE Golden Visa based on your Education. Thanks.

Also people seem to have started with a Freelance permit and changed it to a Golden visa.

Rules seem to be changing periodically, and Dubai specifically has applications through الإدارة العامة للإقامة وشؤون الأجانب دبي vs الصفحة الرئيسية - الهيئة الاتحادية للهوية والجنسية والجمارك وأمن المنافذ for other emirates. So far, based on my theoretical knowledge, I think the green visa going live in September is easier to get. The rules for green visa for consultants states:

The minimum educational level should be bachelor’s degree or specialised diploma, and the annual income from self-employment for the previous two years should not be less than $98,000 (AED 360,000), or that the applicant proves financial solvency throughout his / her stay in the country.

Ok, better wait for more news on September about the green visa. Speaking with several people in the industry at the moment those new visas that were announced are not that clear in terms of requirements. Hope in September the requirements and processes are defined in more detail.
