Well you won't find any country which as well is safe and and tax haven at the same time that does not have signed TIEA's or DTAA's. The key is to stay under the radar to say so.

A Seychelles company is still far the most reliable company to incorporate when it comes to privacy, anonymity and asset protection, since it is almost impossible to trace down ownership as long as no criminal activity is going on.
