What payment processors currently accept Delaware companies with foreign owners?

One of my friends got rejected by Stripe, 2Checkout, Braintree and maybe 10 others.

He sells some file converting online software subscription(google pdf to word, its something like that). Is that something that risky for them? I actually recommended Instabill to him because I had BVI for a movie streaming company but he anyways got rejected by them.

I was very curious about Delaware setups but he put doubt in my head.
