Where I have to deploy offshore company and bank for export import business?

I have partner and he has demand, and I would like to open company as broker company,

He will send millions to my offshore bank and buy certain goods as he doesnt speak English, can anybody tell me where I can settle my new company and do millions USD transaction safely?

ofcourse safe from tax, I'm thinking Belize, BVI and other tax havens countries.

I'm new on this field, I stored all my assets on crypto so I dont really understand about banking rules.
